Addition of dynamic field meta data against a repository (BB-5157)

It would be really sweet to have the ability to add generic field types as extra fields to a repository.

For example adding a client field, or a "for x content management system" to a repository, without the need bloat the name of the project.

I would like to see the following field types as attachable fields to a repo:

• Text Field - a simple text field
• Select List - configurable similar to the way the issue tracker select lists are setup
• ** TextArea - a text area field that could have a configurable number of rows

It would also be nice to be able to get at this information using the REST API as well.
