Require a 'save' button click when granting access rights to repos and teams (BB-5282)

When granting access rights for users to teams and repos, it may be too easy to mis-type a username and add a user to a team/repo unintentionally. Consider requiring a 'save' button to be clicked before committing the user list changes. T
