Control e-mail notifications from inline pull request comments

I've been experimenting with the new inline commenting for pull requests (great feature, by the way). Right now it generates a lot of e-mail traffic for the members of our team since each comment generates an e-mail notification.

It would be much better if only one e-mail were sent out, possibly via a time-out or by being able to batch-submit inline comments.
