Repository write access management on folder level (BB-6383)

Even as an OSS project, we'd like to be able to define access rights on folder level, in some cases.

Defining folder level access management like gitolite / gitlab defines a flexibility, to protect commit-rights on certain areas that you want only a release manager to handle.

    Hi Gunther,

    This issue has been brought up before and we have taken the stance that we don't want to add this feature.

    We have considered branch level permissions but folder level in your repo is a bit too fine grained for us.

    I understand why you wouldn't want to implement it as a core feature, but there should be a generic way to support a customization like this. It's not a very unusual use-case.
