Nested lists not rendered properly in pull requests (BB-6395)

In pull requests the following markup

* item
** subitem
** another subitem
* another item

gets rendered as

• item subitem another subitem
• another item

This happens both in preview and after creating the request. There was a similar issue BCLOUD-2873 for previewing nested lists in issues.
