Issue action URLs are colliding with issue name slugs (BB-6402)

If you create an issue and title it follow, the slug that is created collides with the action follow which is to follow an issue. All actions should have a way to work around them so that issues can be named appropriately.

This can be especially tricky for users using Unicode characters in their names, as the slug generation isn't compatible with them and strips all the unknown characters off, sometimes leaving only a single action word.
