Open pull requests in all branches where access should be shown in dashboard (BB-6669)

I work in ~10 repositories and it's a real pain to go through them to check where there are open pull requests. A mail or stream notification is not enough because sometimes the pull sits open for a while waiting for fixes.

A place in the dashboard where you could list all open pulls in owned/write access repos would be awesome.
