Make issue editing and deleting attachment have the same permissions (BB-6774)

Currently, a user needs to be the reporter or have write access to the repository for an issue tracker to edit an issue once it has been created. To remove an attachment, the user needs to be a repository administrator. This needs to be made more consistent.
