POST service hooks don't seem to execute

I have configured a post service hook to pull the repo to update my site, but the service hook does not seem to execute.

If I manually load the URL into my browser, I have expected results.

The first line of the script sends an email to myself for verification, and unfortunately I never receive this automated email.

This gives me reason to believe the hook is never executed.
