Search should include user profiles (BB-7335)

I just wanted to search for "tortoisehg" (using the "owner/repository" searchbox in the upper right corner) but the owner with this name isn't listed (at least on the first page):

https://bitbucket.org/repo/all/relevance?name=tortoisehg

Here's the link to the "owner":

Shouldn't the owner be listed as first entry, if the name matches? Instead I only get repositories containing that name.
