Allow Parent/Child Relationships for Issues (BB-7371)

My workflow is to create a number of high-level issues and then create child or sub-issues from these. That way I can add a number of issues with a large scope as and when they occur, but remain focussed on decomposed tasks.

Allowing parent/child or master/sub issues would be a great help for me.
