Public readonly wiki with private editing (BB-7458)

Hi there!

The current settings for the wiki is not very useful at all. You can have either private full access or public full access. I'd like a third option, which is public viewing but private editing. I want to expose documentation for the project but I don't want other people editing my stuff. They are allowed to fork and send me a pull request, but no direct editing.

    By default, new wikis are now being restricted to users with write access (to the parent repository) for edit or push operations. Existing wikis may opt into this functionality in the wiki settings screen of the repo admin. Simply uncheck the "Allow anyone with access to the repository to edit the wiki" option to restrict editing. Permissions around viewing wikis are unchanged.
