Issue Tracker does not notify on updates (BB-7595)

I receive email notifications on new issues, only.

If someone updates a tracked issue, there is no email notification. I have to open each issue and check manually if there is a new reply.

Also, the issue overview is not informing. An issue sometimes says 'last updated 13days ago', even though there were several updates in the last few days.
