Plans and Billing > User Limits Count (BB-7835)

I created the team account and added our first member to it. In the Team Account Plans and Billing view the count of users shown is (2 / 5). This looks to be counting the Team Account Member and the newly added admin/developer. It would seem that if I needed to add a sixth member (5 non-Team Account members) that it may not work simply by the fact of the display count 2 of 5. Can you confirm?
