Public Issue Tracket (BB-7851)

Hello,

I have enabled the issue tracker on my repository and made it public so that anyone can create issues. This feature seems to work well, however, I cannot find a way to eliminate the "assignee" filed from the issue tracker's interface. In my case, it is not appropriate to have this field exposed for the public.

I simply want my users to report issues and not have to consider which developer should be tasked with addressing the issue.
