Set bug state to "spam"

I'd like if I could mark bugs as spam, just as another state (like Invalid, etc). Spammed bugs generally wouldn't display in queries, and would have some kind of meta tag to suppress search engine indexing (not just no-follow, but make the entire page unindexable).
