Unable to disable email notifications on issues (BB-7989)

Hi, I am unable to disable email notifications for the issue trackers associated with my group's repositories.

• I have unticked "email noficiations" under my group's "account settings"
• My team members have unticked "email noficiations" under their user's "account settings"
• There are no email addresses in the "notifications" section of my repositories' settings
• My teammates are not following the repositories in which I am creating issues

and yet, every time I create an issue, they each get an email telling them "This is an issue notification from bitbucket.org. You are receiving this either because you are the owner of the issue, or you are following the issue", which isn't the case.

Any idea where this might be coming from?
