Ctrl + Enter to submit issue forms (BB-8549)

    Description

      It would be a helpful keyboard shortcut to be able to submit issue forms (or related forms) via Ctrl+Enter. After realizing that this is possible in various windows UI applications as well as Gmail, I have realized that the ability to do so is very smooth and prevents me from needing to pick up the mouse simply to click on the "Create Issue" or "Comment" button.
