When PR content finishes loading, edit field focus is lost (BB-8627)

Navigate to a large pull request. Before the diff has finished loading, start typing some text in the comment box. When the diff finishes loading, the text field loses focus-- so if you don't notice and keep typing, you're likely to trigger some unwanted keyboard shortcut.
