Issue tracker/wiki fields tiny without JavaScript

The text fields in the issue tracker and wiki are too small for normal use if JavaScript is disabled – please make them larger by default. The 'preview' box should be hidden in the issue tracker as it's empty.

Also the issue query interface should have a notice that it does not work without JavaScript.

(This affects more people than you might expect; NoScript has become a pretty popular Firefox extension. It has over half a million downloads weekly alone!)
