Privacy flags not updated for downloads after making repository public

Recently, I changed my repository (jeadorf/luksctl) from private to public. The downloads are still unavailable after several hours, the page reading "We are currently updating the privacy flag for this repository's downloads. Try again soon". According to an Atlassian answer, this should take a couple of minutes.
