<<toc>> macro doesn't do anything

From what I've read, putting the character sequence <<toc>> in a wiki page should automatically harvest all "headers" from all wiki documents and display them in a table of contents.

Currently, this macro is not interpreted; it just shows up in "display" mode as the literal <<toc>> character sequence.

All of the pages in our wiki are in Markdown syntax.
