Pull Request Comments in Hidden Code Hide (BB-9092)

Comments that are made to hidden code (e.g. the "..." of a pull request) are hard to find after refreshing the page. They are listed in the count next to each file name, but the corresponding hidden code is not un-hidden. This is unexpected and a big pain (linearly so with larger files), so I will file it as a bug.
