Create Bamboo Trigger Broker (BB-9179)

The current Bamboo broker utilizes the queue API of Bamboo. This forces a build no matter what options are set in the repo or branch configuration.

There needs to be a new broker that uses the updateAndBuild.action that is outlined in the scripts provided for post-commit hooks.
