I can only upload 1 attachment at a time when creating an issue

    Description

      I can only upload 1 attachment at a time when creating an issue. However if I edit the issue after I can upload additional files.

      Also while creating an issue, I cannot easily cancel the attachment, I have to pretend to upload another one, and cancel the upload.
