Add ability to assign an issue in workflow

When transitioning an issue from 'new' to 'open', I want to be able to assign someone in the same step, rather than having to edit the issue separately. I'm requesting that the Assignee field (including the 'Assign to me' link) be available in the 'Open issue' workflow.
