Allow status to be changed when editing an issue (BB-9307)

The status can be changed from the overview page of an issue, but not when editing an issue. So if I wanted to change it from "new" to "open" and at the same time assign it to someone I need to do that in two steps.

It would be nice to be able to do that in one step, which then also only creates one comment (and one "event").
