"Inherit permissions" should default to unchecked when forking (BB-9382)

i'd like the ability to disable the "inherit permissions" checkbox when forking a repository.

if disabling it isn't an option, i'd like it to not be checked by default.

i often forget to do so, and as result, have to spam everyone on my team when i remove their permissions.
