Cannot create repo as private

I am having a similar issue as: https://bitbucket.org/site/master/issue/8704/cannot-transfert-a-repos-to-private

I cannot create a new private repo as I get the below error message. I do not have any additional users attached to this repo. I have however managed to create a public repo.

Error "Your account needs needs space for 7 users to complete this action, but you are currently on the 5 user plan."

    Hi Jamie,

    It would seem that you currently have 7 users with group access to your account. When you create a new repository, those users will be given the specified access to that repository by default. This was done for the user's convenience, but I understand that it may not always be what is desired. We're currently discussing whether it makes sense to change this going forward.

    As you've discovered, you can still create a public repository, make any access changes you wish (to get under the your plan limit), and then switch the repository to private. Sorry for the inconvenience.
