Batch Email for comments on a pull request

If you are reviewing a pull request, an email is sent for every individual comment as they are made. I would be nice to batch them up, either after some configurable "wait period" or by the comment pushing a Publish Now button (I prefer the button, so I would configure it to a long wait period to avoid it altogether). This would allow the submitter to know to not wait for further emails from that reviewer.
