Repository transfer dialog should include option to strip users/groups permissions on completion of transfer (BB-9979)

When transferring a repository, the future owner of the repository should have the ability to not inherit any of the existing permissions. This can cause issues for users, especially when the incoming repository has more users than the new owner's plan would allow.
