Anonymous users can't create issues if the repository is under a custom domain (BB-10173)

When for a public repository the issue tracker is also set to be private and "Allow anonymous issue creation" is on anonymous users can indeed create issues. However if the same repository is viewed from under a custom domain (i.e. a custom domain is set up for the team owning the repository) then the "Create issue" button is not displayed.
