Ability to mark a Version, Milestone, or Component as inactive (BB-10376)

Currently, all Versions, Milestones, and Components show up in the drop-down lists on the pages to create or edit new Issues. It would be great to be able to mark some of those as "complete" or "inactive" or whatever, so they no longer show up as options. It doesn't make sense to be able to target an issue for a milestone that has passed or a component that no longer exists.

Currently, you can delete an item, but you then lose the history.

    I completely agree with this. It's one of the only things GitHub will allow me to do that I can't do here. As my projects grow these version drop-downs are going to get crazy, and I'll have to scroll to the very bottom of it every time I create a new issue. Would be amazing to be able to "close" milestones/versions so the history stays but it no longer shows up in the drop down for new issues.
