I payed for 25 user plan, but i'm been restricted as 5 user only

Hi there.
I'm getting in trouble and maybe someone can help me. I signed up for a 25 user account last week, but when i'm going to create a repo, i get a warning saying that my plan is for just 5 users.

I checked the payment history and was charged 25 users. Whats is going wrong? How to solve this?
