downloading file from repository adds html wrapper, breaking file

I have repeatedly uploaded a clean file and downloaded that same file I created. The file I download does not work because an html wrapper is being added to the file:

This is getting added to the beginning file only when I download the file directly:

And this is getting added to the end:

This html wrapper is unwanted as it is breaking my script. Is this a known issue? If I go to the file and save it from raw there is no issue but this is not ideal.

    Daniel Bennett I am using Chrome. I thought it might be the browser but this wasn't happening with any other downloads on other repositories. Interestingly, the issue doesn't seem to be happening anymore as I just tried again now and did not see the extra data written to file.
