Shared configuration for all repos in a Team (BB-10637)

It would be great if we could do certain configuration options at a Team level rather than just on per-repo. If we have a number of repos, it can be very tedious and far to prone to miss one repo when adding common settings to all our repos.

This includes:

• Hooks (like POSTing notifications to 3rd party tools)
• Links (shared JIRA projects, for example)
• Branch Management rules (don't delete master/develop branches,
  and more.

Don't let just all of these settings stop you from doing them one at a time...they are each useful on their own.
