Git-Flow Features merge to master by default (should be develop)

I have a team using git-flow on a project.

We create a feature/ branch from develop.

Later the branch is pushed to origin (so we can create a pull request, which we use for code review).

This new branch always has a merge target of "master" in the web interface. When creating the pull request, it also uses target "master".

Since the feature was branched from develop, the default target for merge/pull requests should be develop?
