Pull request POST hook fires no matter what is selected (BB-10740)

I noticed that hook is activated avery time a comment is added even if hook has unchecked comments option. Also even if all three options are unchecked hook is triggered on new pull request, new comment.
I made simple script for jenkins which posts FAIL/SUCCESS comment after a test, and get into loop because of that problem.
