Dashboard Activity Date Hover (BB-10789)

When hovering a "time ago" date for commits (or whatever), it shows the raw date time. This seems to work fine everywhere except for the Dashboard's "Overview" section...at least where I've looked so far. I don't see this problem on a project's "Recent activity" or "Commits" areas (among others), for example. I attached a picture of what I see when I hover one on the Dashboard.
