Add possibility for README in different spoken languages. (BB-10810)

Hi,

afaik at the moment you can only have one README file, where yourself decide the spoken language (English, German, Dutch, French, etc.).

For my project I use the readme as a simple manual. But the mother tongue of most of my users are not English speaking. To lower the burden for users I would like to have a additional readme in German.

Can you implement something that automatically detects other readme files with have a ISO language code in it (like readme_de.md). So that German users automatically see that readme and not the English one.
