The same SSH key can be added as a Deployment Key multiple times to a single project. (BB-10868)

Repro steps:

1. Go to the Deployment Keys settings page of a repo.
2. Add a public SSH key as a Deployment Key.
3. Add it again.
4. Add it again.
5. You now have the same deployment key on your repo 3 times.
