Create input settings GUI

Scott Przybylski repo owner created an issue

Need to create an input settings GUI to get rid of the launcher window.

This should include the ability to map actions (steering, throttle, canard, etc) to joystick and keyboard inputs.

Need to also be able to adjust deadzones and sensitivity.
