Global template configurations

We have many repositories and I'd love to get the option to set the new templates globally for all active hooks. That means: The default template is stored in the bundle, the globally configured template override it and the repository specific configuration can override the global one.

I also have to set this up for all our repos. All our repos follow the same pattern when it comes to branch naming and notification settings, so I have to iterate every one of them to set this up. A bit tedious. Having a global configuration which you may then choose to override for a repo would be extremely helpful.
