Staff days of absence error

In a beginning of year census it does not make sense to include days of absence (well actually it could arguably make sense.) But if it is not there the system still throws an error. You can get around this by putting 0 for all staff. Is there a cleaner way to do this without too much effort.

For now user can just set to 0 days of absence in beginning of school year. Future rollover workbook from without EMIS may set this default to 0.
