School Creation with no parent specified and status "Pending extension" does not return error

Error is not handled and not propagated back to user. In RMI there will be no pending extension registration so I don't particular care about priority for this one. But if we are to move Solomon Islands to this then we will eventually need to address this.

Never mind, I was in debug mode. This does work.
