There are still situations that can lead to duplicate surveys somehow. Need to identify how and eliminate this source of problem.

My feeling is that this is an issue on the tablet software if it still exist and we can replicate it. Moving this to the right repo https://github.com/ghachey/pacific-emis-education-survey-tool/issues/21
