The year in school inspections data is currently not like survey year seen elsewhere (i.e. a school year: 2021 is SY2020-21). For school accreditation (and almost certainly any school inspection) we need to have such survey year support for reporting purposes. Need to discuss best way to get this with minimal amount of change to existing system.

This was fixed and data in production for FSM and RMI both updated.
