Census workbook add additional validation

In particular, data managers tend to verify their total teacher count by filtering “Teaching Staff”. But this could still not equal exact total loaded teacher count in some cases to be examined:

  • A DOE staff identify as a “Teaching Staff”
  • A “Non-Teaching Staff” with some teaching duties assigned.

Ideally we raise at least warning on workbook loading pointing out these conflicting data.

    Consider adding a validation for missing Completed data if workbook is being loaded after the end of that school year date.

    For improved data it would be nice (if it does not take too much effort) to validate a bit more fields. In particular dropdown. Some examples where freehand data is too often found in workbooks.

    Make sure the staff has gender. This complaint was reported in Kiribati. So the validation should be verified both in the census workbook and PDF.
