Teacher by education level needs to match in Digest

As discussed, we now have more granular support of teacher disaggregation (down to ISCED level with FTPT/FTE). Previously our disaggregation by sector was a rough estimate based on the highest grade taught by a teacher. One example where this can be changed is below
