Budget data for capital expenditure

It is currently unclear where are (if any) capital expenditures are in the data (FSM/RMI.) Further improvements in budget data could be achieved with a clearer picture of capital expenditures. Those expenditures typically include major renovations or large asset purchases and maintenance (e.g. new building, vehicle, boats, building renovations.)
